Premier League Rulebook
38 MATCHES.
3 GO DOWN.
The Premier League relegation rule is simple at the surface: finish in the bottom three and the next season begins in the Championship. The tension lies in how those final places are separated when points, goal difference and even head-to-head records begin to collide.
Premier League Relegation Rules: How the Drop Really Works
Three Premier League teams are relegated every season. The clubs finishing 18th, 19th and 20th move into the EFL Championship, while three Championship clubs are promoted to replace them.
The interesting part begins when survival is tight. Goal difference is only the first tiebreaker. Goals scored, head-to-head points and head-to-head away goals can all be required, with a neutral-venue play-off available in the rarest unresolved case where relegation is at stake.

The bottom three teams in the final Premier League table are relegated. Under the league’s relegation system, there is no routine play-off for 18th place, and there is no fixed points total that guarantees survival.
How Many Premier League Teams Get Relegated?
Three clubs are relegated from the Premier League at the end of every season. The bottom three clubs, those finishing 18th, 19th and 20th, move into the Championship after all 38 matches have been played.
Seventeenth is therefore the lowest finishing position that guarantees Premier League survival. It does not matter whether the gap between 17th and 18th is twenty points or goal difference alone. The final table decides the division each club enters next.
18th = Championship.
How Does Premier League Relegation Work?
Every Premier League club plays 38 league matches: one home and one away match against each of the other 19 teams. A win is worth three points, a draw one and a defeat zero. The final league table, plus the official tiebreakers where required, determines the bottom three.
Win
3 points. The fastest route away from the bottom three.
Draw
1 point. Small gains can become decisive in a compressed survival race.
Defeat
0 points. If enough rivals keep collecting points, relegation can be confirmed before the final day.
What Happens When Teams Finish Level on Points?
A fixed tiebreaker sequence applies when clubs finish level on points. The next test is used only if the previous one still leaves the clubs level.
*A one-off neutral-venue play-off can be used when two clubs remain inseparable and their order decides the title, European qualification or relegation. The Premier League says such a play-off has never yet been required.
| Order | Tiebreaker | What It Measures |
|---|---|---|
| 1 | Goal difference | Goals scored minus goals conceded across the league season. |
| 2 | Goals scored | The club with more league goals is placed higher. |
| 3 | Head-to-head points | Points earned in league matches between the tied clubs. |
| 4 | Head-to-head away goals | Away goals scored in those head-to-head league matches. |
| 5 | Neutral-ground play-off | A final decider where the unresolved position has a material consequence such as relegation. |
The official Premier League explanation of the relegation tiebreakers confirms this order, while its wider competition explainer uses the same hierarchy for table positions.
Relegation Edge Cases That Cause Confusion
Most seasons never move beyond points and goal difference. Still, the rulebook has to cover the awkward endings too.
17th and 18th Finish Level
The normal tiebreaker ladder decides which club survives. There is no separate relegation play-off simply because the teams are tied on points.
Everything Is Still Equal
If two clubs cannot be separated even after the head-to-head criteria and relegation depends on their order, the rules allow a one-off match at a neutral venue.
Relegated Before Matchweek 38
A club is mathematically relegated as soon as it can no longer finish 17th or higher, even if fixtures remain.
A Club Reaches 40 Points
Forty is a useful historical rule of thumb, not a legal safety line. Survival depends on the final table, not a preset target.
Do You Need 40 Points to Stay in the Premier League?
No. The “40-point rule” is football shorthand, not an official safety threshold. A club can survive with fewer than 40, while an unusually competitive season can push the required total higher.
Premier League analysis published during the 2025/26 run-in noted that, since the division became a 20-club competition, the team finishing 18th had averaged 35.2 points. West Ham’s 42 points in 2002/03 remain the highest relegated total in that 20-team period, while Nottingham Forest stayed up with 32 points in 2023/24.
Only the points needed to finish 17th.

Premier League Relegation in 2025/26
The 2025/26 season is a useful example of the relegation system in practice because the final survival line was clear. Tottenham Hotspur finished 17th on 41 points. West Ham United finished 18th on 39 and went down alongside Burnley and Wolverhampton Wanderers.
| Position | Club | Points | Outcome |
|---|---|---|---|
| 17th | Tottenham Hotspur | 41 | Survived |
| 18th | West Ham United | 39 | Relegated |
| 19th | Burnley | 22 | Relegated |
| 20th | Wolverhampton Wanderers | 20 | Relegated |
The final table also shows why a universal survival target is misleading. West Ham reached 39 points and still fell two short of 17th. The Premier League’s official 2025/26 table records the complete standings.
What Happens When a Premier League Team Gets Relegated?
Relegation changes more than the fixture list. Once the bottom three are confirmed, each relegated club leaves the Premier League and becomes an EFL Championship member for the following season. The commercial environment changes with it, particularly broadcast income and the financial assumptions built around top-flight membership.
The Premier League’s official off-the-pitch FAQ describes parachute payments as support that allows relegated clubs to readjust their finances.
Who Replaces the Relegated Premier League Teams?
Relegation works alongside promotion to keep the division at 20 clubs: three Championship clubs are promoted to replace the three relegated teams. The top two in the Championship earn automatic promotion, while a six-club play-off decides the third promotion place from 2026/27. The teams finishing third and fourth receive byes to the semi-finals, while the other four play eliminator ties before the two-legged semi-finals and the final.
For 2026/27, Coventry City, Ipswich Town and Hull City replaced Wolverhampton Wanderers, Burnley and West Ham United. The Premier League formally confirmed the promoted clubs as new members at its 2026 AGM.
3 up from the Championship.
How a Relegation Battle Is Actually Decided
The survival race can be reduced to four questions.
The Rule Is Simple. The Finish Rarely Is.
Premier League relegation ultimately comes down to the final league table. Three clubs go down, three come up from the Championship, and 17th remains the survival line.
What makes the bottom of the table compelling is how many routes can lead to the same line: a late equaliser that changes goal difference, a head-to-head result from months earlier, or a rival collecting just enough points to make survival mathematically impossible before the final whistle of the season.
The table keeps every receipt.
Seventeenth stays. Eighteenth falls.
Premier League Relegation Questions
How many Premier League teams get relegated?
Three teams are relegated each season. The clubs finishing 18th, 19th and 20th drop into the Championship.
What happens if two Premier League teams finish level on points?
They are separated first by goal difference, then goals scored, head-to-head points and head-to-head away goals. If two clubs are still inseparable and relegation depends on their order, a neutral-venue play-off can be used.
Is 40 points guaranteed to keep a Premier League team up?
No. Forty points is a traditional benchmark, not a rule. The number needed for survival changes from season to season because only the final league positions matter.
Can a Premier League team be relegated before the final day?
Yes. Relegation is confirmed once a club can no longer mathematically finish 17th or above, even if it still has matches left.
What happens to a club after relegation?
The club competes in the EFL Championship the following season and must adjust to a different commercial and sporting environment. Relegated clubs also receive Premier League parachute payments to help with that transition.
How many Championship teams are promoted to the Premier League?
Three. The top two Championship clubs are promoted automatically and the play-off winner takes the third promotion place. From 2026/27, six clubs enter the Championship play-offs: third and fourth receive byes to the semi-finals, while the other four contest eliminator ties first.
